Tasked to investigate the controversial killings of Albuera Mayor Rolando Espinosa and fellow inmate Raul Yap inside the Baybay City, Leyte provincial jail on Nov. 5, the National Bureau of Investigation (NBI) finally came out with a report concluding that the victims were murdered by policemen belonging to the Philippine National Police’s Criminal Investigation and Detection Group (PNP-CIDG) Regional Office No. 8.
“After conducting an exhaustive investigation of the incidents surrounding the killing of Mayor Espinosa and Yap, the NBI concluded that the testimonies of several witnesses had disputed the claim of an alleged shootout between the (police) operatives and inmates Mayor Espinosa and Raul Yap but (was) a ‘rub out’,” the NBI said in a statement.
“Rub out” is a local expression, referring to the police killing a suspect and then saying he died in a gun battle.
What this underworld lingo simply means is that the victims are killed mercilessly while unarmed.
NBI deputy director Ferdinand Lavin further made a statement, saying, “The pieces of evidence, both testimonial and the forensic evidence all agree. We believe we have a very strong case.”
Thus, the NBI is now recommending the filing of murder and perjury charges in the Department of Justice against 24 officers for their alleged role in the killing and subsequent lies.

What I am just trying to point out here is that how would these anomalous events impact on the psyche of President Rodrigo Duterte who, no doubt, is now placed on the spotlight for making it known, from the very beginning of his war against illegal drugs, that he will never let a policeman go to jail if he legitimately or dutifully killed a drug personality following orders as explicitly explained by Duterte every time he talks about the drug menace engulfing the country?
Certainly, based on what the people have seen and heard during the Senate hearing on the killing of Espinosa, the independent investigation by the NBI on this heinous crime perpetrated by policemen only confirms that, indeed, a crime was committed for no other reason than to silence Espinosa, with Yap becoming a collateral damage.
It is interesting what Duterte has to say on the NBI findings.
